I cannot believe at this time Avista is asking for yet another rate increase (apparently
filed on 1/23/09 as per the recent flyer in the bill I received). It seems like they get
several increases a year approved and at this time with our country's economy the way it is
and so many people out of work, it seems criminal to me. Why can't their CEO, et al., at the
top take pay cuts to make up the difference? The rest of us are. Not a lot of people are
seeing raises this year and/or are taking pay cuts; why not them? Either that, or hire
someone who can handle their money better. I know an awful lot of people who are choosing
between medications and heat ~ notice food isn't in there. It i S becoming a luxury for a lot
of them. Electric and gas will soon be the same. Please don i t approve another increase.
Make them cut back somewhere and manage their money better.

Avista has requested a rate increase for electricity to cover capital investment in
generation, transmission and distribution. As you know the entire country is contracting from
the economic downturn. We all are experiencing di fficul ty keeping up with our obligations
and this is not the time to increase the costs of any product or service. With all of the
homes in forclosure and sitting empty I refuse to believe that Avista has has increase in
their cost and or capital investment. I urge you to reject this application for a rate
increase at this time.

I' m sure this will fallon deaf ears but I think enough is enough. The economy already is
making it difficult to survive, now raise rates of something the average person cannot do
without??? It' s a monopoly. Who cares if the shareholders don i t make as much. No one elses
stock is making money at this time! And low water supply? That i s bogus. We' ve had 2 years of
above average snow pack.

Avista has filed for a net rate increase of 7.8%. I oppost this rate increase. Our rates are
already too high. I think the salarys of board members should not be more than $350,000 per
year with no bonuses. I agree with a 5% electric rate increase with a 5% PCA decrease
adjustment for a net of no increase. There should be no increase in basic monthly charges.
Avista got a rate increase last year. These rates are hard on fixed income people. Help us to
stay warm and in our homes. Joe Kolar
