Dear Ms. Jewell and Commission Members:
Native American Services Corp. (NASCO) would like to make comments of opposition in regards to the recent request
for rate increase by Avista Utilities Corp. (Avista) for both electrical and natural gas services.
NASCO is a Construction Management and General Contracting company based in the Silver Valley of Idaho. While we
are headquartered in North Idaho, we are a national company providing services primarily to the Federal Government
for clients including the United States Department of Defense and the Department Homeland Security. We have
offices strategically located throughout the country; for example:
. Holloman Air Force Base - Alamogordo, New Mexico
. Fort Gordon Army Base - Augusta, Georgia
. Marine Corps Base - Quantico - Quantico, Virginia
. Federal Law Enforcement Training Center - Glynco, Georgia
NASCO'S primary communication with our ten national offices is via E-mail and the Internet requiring extensive server
and communication infrastructure We currently have fourteen (14) servers at our corporate office in Smelterville, 10,
supporting our accounting system, e-mail and collaboration tools. NASCO uses a lot of power to support our
company infrastructure. To better support our power consumption needs, we are building a new office in Shoshone
County, which will provide 1000 amps of power.
NASCO must oppose the requested increase by Avista because the costs for our energy use would increase
substantially if the 15.9% increase requested for electrical service and the 6.5% increase requested for natural gas is
approved.
We understand that Avista in their press release announcing the request to their shareholders and the media stated:
"If approved (the Increase) would increase residential electric bils by 15.9% and natural gas bils by 6.5
percent. An average residential customer using 977 kilowatt hours of electricity per month would see a
$10.70 increase for a revised monthly bil of 78.08. The Average natural gas customer who uses 65 therms
per month would see a 4.91 increase for a revised monthly bil of 85.05. "

Nowhere in the press release does Avistadiscuss commercial customers in regards to their power usage and potential
increased costs. The Silver Valley is home to not only NASCO but several mines and other commercial ventures -
many of them small, family-owned and operated businesses - that DEPEND on reliable and affordable electricity being
provided.
NASCO's average monthly Avista bill is currently $789.30 per month with a usage of 4,720 KW hours of electricity and
389.0 Therms of natural gas. Based on the calculations and figures provided by Avista, NASCO uses 4.9 times more
electricity and 6 times more natural gas per month than the average residential user; we believe that this would
increase our monthly bil by $86.10. While this number does not sound like much in and of itself, it adds up to an
additional $1,033.20 per year for a total annual cost to NASCO for power of $10,504.80, or an overall 9% increase.
It has not gone unnoticed that this request for an increase was fied less than one month after the Spokesman Review
newspaper reported on March 26, 2008, "Avista Releases Executives Salaries" (source:

http://www.spokesmanreview.com/-March262008).ln 2006, it was reported that the CEO at the time, Gary Ely,
had a salary of $687,500, bonuses of $510,159 and Stock Options based at $17.80 per share on a total of 77,280
shares valued at $1,375,584. At that time, their top five executives with bonuses and compensation and stock
options earned a combined total of $5,038,263.
For years the Silver Valley in Northern Idaho has been in an economic slump. Now that it is starting to see growth
with companies like Hecla, Sterling Mining, NASCO, Dave Smith Motors, and the Silver Mountain resort coming in and
helping to stimulate the economy, Avista's timing to ask for an increase seems out of touch with current conditions.
Already economically stressed with ri~ing gas and diesel prices, we feel that this is not the way to help the Silver
Valley become more economically resilient and encourage new business or the growth of existing businesses. In fact,
the increased cost of power is likely to deter new business development and growth and force emerging companies
to look at other areas for development.
NASCO would not be so opposed to this increase if we saw real changes to the infrastructure in the Silver Valley. We
have yet to see the intended growth or enhancements from the 2004 increase.
Avista appears to be reactive and not proactive when planning for the North Idaho area. In our opinion, the role of a
public utilty is to provide essential services to the customers in its service areas at affordable rates to support local
economic growth. A proactive approach might be to make changes to the service offerings to encourage new
subscribers. Instead, we see strategies to make existing customers pay more and ideas such as the abilty to remotely
disconnect power from customers without having an engineer on site (AVU-E-07-D9 - Pilot Program for Remote
Disconnect and Reconnects).
In conclusion, we urge the Public Utility Commission to reject this request for increase for both natural gas and
electricity rates until Avista can provide verifiable and substantive information about what they plan to do with the
new revenue other than lining the pockets of executive staff members and shareholders.

To Whom It May Concern:
I would like to protest the increasing cost of A vista request for rate increase for electric and gas.
I read that one of Avista's reasons for increase is due to increased population, which increases the
loads for them. Well where is the extra money going that A vista is receiving from these new
customers? Also, if the energy-sucking technology like plasma TV screens than let those people
who have the money to buy these things pay more to A vista and not the rest of the people who
cannot afford these items. Right now the people on low income or middle income are barely
making it already.
I feel that A vista could also charge much more rates on the larger square feet of a house and outer
buildings on this propery. These huge houses use up more energy than an average person's
house, aparment, condo, etc. These people who buy these huge houses and suroundings
buildings can certainly afford to pay much higher gas and electric bils than those people who live
in smaller houses. I know that they do pay more on their bils due to the increase usage compared
to the average person being their place is bigger. However, being they are using more utilties due
to large house, parties, etc. add more to their bilL. They can afford it. Or have a cap on how much
gas and electricity they can use in a month.
Enough is enough on the average customers for increases. I feel that the average person tries to
cut back on usage as much as possible, but feel people in $1,000,000 or more homes could care
less.
What is this going to do to our elderly, who do not use air conditioning now or enough heat in the
wintertime to keep them warm and healthy? These people are barely survving now.
Also, A vista can charge for electricity on land not even being used 6 months out of the year a flat
rate. They do not even have to go into this land and check in those 6 months and stil charge a
person for electric use when meter off. What do they do with that money?
How may raises have the CEO's, etc. had compared to the average working person?
Where are our rights anymore? Where is it going to end that the lower and middle class people
cannot even keep themselves healthy?

Please describe your comment briefly:
Do not believe it would be right for Avista to have another rate increase in electricity or
gas with the earnings that were just reported. Enough is enough, going to force people out
of their homes and cause hardships on many, many people with fixed incomes. Thank you.

Yesterday there was an article in the paper regarding Avista i s rate increase request. While
these articles are always in the paper, and they do periodically get turned down, the timing
of the next day i s article regarding Avista could not have been better timed: Avista' s
quarterly profit earnings of $23.5 BILLION (!!!!) dollars. Are they kidding? They're no
better than the oil companies (like Exxon who just posted a record, yet somehow less than
previously expected, $11 BILLION profit).. .where does the limit lie? Why do the rich get
richer while the rest of us schlubs have to foot their bill? Please vote NO, NO, NO to all
future rate increases on behalf of the i little guy' so that we can keep our homes warm and
lit, and not further line. their pockets with gold.

To whom ever may desire to listen to the lower middle class and the aged of our society, we
can no longer pay for the utili ties in our area and in doing so I see too many people leaving
Idaho and not even bothering to sell their homes . With things as bad as they are can we
really let the utilities co. ,Avista, up their rates for no better reason than that someone
didn't get thier estimated profits and/or bonuses for this year. There is so many people
loosing everything around our nation, and the government is doing nothing to stop it from
snowballing into .... whatever it will become.
Maybe the great state of Idaho should be the start of the states who will have the backbone
to make some changes to start our nation in a better direction.
Please stand for some fairness in this and future matters.
My parents are now barely able to pay their taxes and medications and this will not make it
any better.
I hope you all have a conscience and will atleast take a real good look around at those not
as fortunate as yourself, and make the hard, but right choices.

I also understand none of their executives made a bonus last year because they fell short of
their goals.
Please don't grant their proposed rate increase this year so they can make their bonus at my

Has the IPUC conducted any analysis of whether the actions of the State of Washington have
had an influence on Avista' s rate increase request for it i s Idaho customers? The State of
Washington has legislated two actions that have increased the rates paid by Avista i s
Washington customers: (1) It has mandated a certain percentage of electricity be generated by
so-called renewables (excluding hydropower)~ and (2)it has barred utilities from making long
term (e. g. lock in a low rate) contracts for coal -fired generation. Avista has publicly
stated that due to these two mandates it i has removed coal -fired generation from it i S growth
portfolio'. However ~ it is my understanding that the actions of Washington legislation
should have no influence over what Avista decides for it's Idaho customers. Therefore~
Avista can make long term contracts for low cost coal-fired generation for it i s Idaho
customers.
Please review this situation and make sure Idaho rate payers aren i t paying for the actions of
another State i s decisions. Thank you.

Re: Avista Rate Hike . With all the rivers and lakes we have here in Idaho why don't we
invest more in Hydroelectric power instead of continually increasing our electric rates. We
also need to start actually creating alternative energy sources NOW not wait decades more
until we have a serious crisis on our hands. Lobby congress and the senate to work together
to find new sources. Thank you

The stock has done exceedingly well the last few years during this i energy crisis.' Take a
look at the last line of their income statement. The stock is found under the symbol AVA

I don't get how they j usti fy passing along the expense of improving their delivery systems
and the loss of several dams to customers. Didn't they make these decisions because they
will ultimately improve profitability? All those new customers they are talking about, don't
they mean greater profitability? Besides, infrastructure improvements result in lucrative tax
benefits for Avista.
I don 't doubt for a minute that the cost of natural gas is high, in fact it i S a speculation
bubble which is why Avista held off on purchase contracts this year, a very good decision and
they should be granted an increase .
I also don't doubt that the cost of relicensing just Post Falls was astronomical; the
posturing by the CDA Tribe and Avista cost everyone and was ridiculous.
In recent history Avista has consistently delivered excellent profits and they certainly
don i t have financial problems. So at a time when everyone is struggling I do question the
fairness of this rate hike request, because in some ways this company has a virtual monopoly
of the service area.
Expecting the customers to foot the bill for Avista i s business decisions is not appropriate.
If the board and the shareholders of Avista aren i t satisfied with those decisions then I 1m
certain they will find new management.

Avista's rate increase is out of line, if they were using fossil fuel to generate
electricity, it might make more sense, but Avista uses hydroelectric generation, there isn't
any shortage of water in our rivers and dams in N. Idaho, and if they have to purchase
electricity for its customers, those customers should be liable for rate hikes, not those
served by hydroelectricity.

I watch big companies raise the cost of everything from power to the cost of vegetable seeds
and the whole time they are raking in enormous amounts of profit every year. I have cancer
lost my job and have to spend years fighting to get disability, there is no way I can
survive. My fiends and family are broke trying to help me with meds and dr. bills, food and
UTILITIES. My boyfriend is on fixed retirement income he cannot pay any more for anything at
the time he retired he made more than enough to enjoy the rest of his life. And that was only
2 years ago. AVISTA NEEDS NO MORE.

A rate increase from Avista is grossly unwarranted at this time, considering their huge
quarterly profits. Avista is one of the only corporations in the region even showing a
profit. Also, I would like the commission to study what Avista has done to keep their
turbines up to current technology. My neighbor works at the Hoover dam and says that Avista
is behind the curve. if they're not investing in tech, why should the consumers have to
subsidize their incompetence?
