Proposed Power Cost Adjustment (PCA)
Increase Filed to be Effective
October 1, 2007
vista has filed for approval of a proposed PCA rate surcharge
with the Idaho Public Utilities Commission (lPUC) to be effective
October 1 , 2007. The PCA is an annual rate adjustment to reflect
differences between Avista s actual cost of generating and purchasing
electric power to seNe
customers and the cost
currently included in
customer rates. The
proposed surcharge is
designed to recover
excess power costs that the Company incurred during the twelve-month
period ended June 30, 2007.
Important Notice for
Idaho Electric Customers
The proposed surcharge is a uniform cents per kilowatt-hour increase of
267~ applicable to all of the Companys electric rate schedules. The
proposed surcharge will replace an existing surcharge that expires on
September 30, 2007.
The proposed revenue increase that will result from the Company
proposal is approximately $4.6 million or an overall increase of approxi-
mately 2.22%. The percentage increases will vary by rate schedule as
shown below:
Residential Schedule 1 ............................................ 1.53%
General SeNice Schedules 11 & 12......................... 0.98%
Large Gen SeNice Schedules 21 & 22 ..................... 2.04%
Extra Large Gen SeNice Schedule 25 ...................... 3.86%
Extra Large Gen SeNice Schedule 25P .................... 4.50%
Pumping Service Schedules 31 & 32 ....................... 1.83%
Street and Area Lights Schedules 41-49 ................. -0.89%
The variation in the percentage increase by rate schedule results from the
proposed surcharge being spread on a uniform cents per kilowatt-hour
basis, as well as the elimination of the existing surcharge, which was
spread on a uniform percentage basis.
The monthly bill for an average residential customer using 1 000 kilowatt-
hours per month will increase by $1.04, from $69.38 to $70.42, and will be
about 1.5% higher than the bill under present rates.
Avistas request is a proposal, subject to public review and a decision by
the IPUC. Copies of Avista s filings are available for public review at the
offices of both the IPUC and Avista. Copies of rate filings are also
