Dear Commissioners,
My name is Gary Seifert and I am the Program Manager for in the INL Biofuels and Renewable Energy
Technologies Department. l am an intervener in Idaho Power case IPC-E-07-03, Avista case AVU-E-07-02, and
PacifiCorp case PAC-E-07-07 which primarily involves the wind integration cost issue. I have participated in
Idaho Power's public workshops as well as the settlement process and am interested in seeing this case settled
as quickly as possible to allow developers to move forward with their projects.
Since I work for the INL, I am not allowed to sign on to the settlement stipulation without many legal reviews going
back to DOE Headquarters. Needless to say my approval to sign would be quickly overtaken by bureaucratic red
tape and i do not want to be the long pole in the tent for this process. However, I am in support of the settlement
stipulations proposed by Idaho Power, Avista, PacifiCorp, Renewable Northwest Project and the Northwest
Energy Coalition. While Idaho Power's estimated costs to integrate wind power are about $2 a MWh more than i
hoped for, at least it is a number that is in place, definite, and offers a means for developers to move forward.
In addition, Idaho Power has agreed to revisit the wind integration cost issue as part of its IRP planning process
which wil be important as additional knowledge and new study methods become available.
