As a company who is currently developing wind power projects in Idaho and who is focused on developing renewable energy projects as a whole, Idaho Winds LLC has a direct interest in the outcome of theabove cases. Our position is that we are in favor of the removal of the "90%/110% performance band" and the increase in the project size published rate eligibility limit from 1 00 kilowatts although not necessarily limited to 1 0 megawatts. We are not, however, in favor of the published rate discount for wind integration, the reimbursement for wind forecasting services or the mechanical guarantee of 85 percent. The latter proposed conditions will make developing a wind project in Idaho economically difficult, if not impossible. The Idaho Public Utilities Commission should be encouraging development of small wind and renewable energy projects. and upholding the ideals behind the PURPA-not making them more difficult to achieve. 5356 N.
