PAC-E-10-09 (PacifiCorp dba Rocky Mountain Power) AMENDMENTS TO REVISED PROTOCOL ALLOCATION METHODOLOGY On September 15, 2010, PacifiCorp dba Rocky Mountain Power (RMP; Company) filed an Application with the Idaho Public Utilities Commission (Commission) requesting approval of amendments to the Revised Protocol allocation methodology previously approved by the Commission in Order No. 29708, Case No. PAC-E-02-3. The Company’s filing is accompanied by supporting testimony and exhibits. On October 7, 2010, the Commission issued a Notice of Application and Intervention Deadline in Case No. PAC-E-10-09. Parties requesting and granted intervention were the Idaho Irrigation Pumpers Association, Inc. and Monsanto Company. RMP in its Application requests that the Commission complete its review and issue an Order with respect to its Application no later than March 31, 2011. Commission Staff has been monitoring the Company’s Revised Protocol amendment applications in the Company’s other jurisdictional states and has been participating in related Standing Committee and work group discussions. Staff recommends that the Company’s Application be processed pursuant to Modified Procedure, i.e., by written submission rather than by hearing. Reference Commission Rules of Procedure, IDAPA 31.01.01.201-204. Staff recommends a Staff/Intervenor comment deadline of March 9, 2011, and a Company reply deadline of March 25, 2011. DECISION MEMORANDUM 2 COMMISSION DECISION PacifiCorp in Case No. PAC-E-10-09 requests approval of amendments to the Revised Protocol allocation methodology previously approved by the Commission. Notice of Application in this case was issued on October 7, 2010. Monsanto and IIPA are parties of record.
