A VU-07- NOTICE OF DISCUSSION REGARDING PROCEDURE On April 2, 2007, Avista Corporation (Avista; Company) filed a Petition with the Idaho Public Utilities Commission (Commission) requesting a change in the Company s PURPA obligations for wind-powered small power generation facilities that are qualifying facilities (QFs) under Sections 201 and 210 of the Public Utility Regulatory Policies Act of 1978 (PURPA). Avista in its Petition presents a Company-proposed wind integration adjustment to published avoided cost rates, a proposal to eliminate the 90%/110% performance band subject to conditions and a proposed disaggregation prohibition for published rate eligibility. A Notice of Petition in Case No. A VU-07-02 was issued on May 15 2007. A vista in its filing notes that Idaho Power Company recently filed petitions respecting PURPA purchase obligations in two different dockets, Case Nos. IPC-07- (petition to raise published rate eligibility cap and eliminate 90%/110% performance band requirement for wind QFs) and IPC-07-04 (petition to clarify rules regarding published rate eligibility - disaggregation). The Company Petition in this case reflects in part recommendations made by Idaho Power Company with respect to A vista s Idaho service territory. Avista concurs with those recommendations, and recommends that similar policies be adopted with respect to A vista s PURP A purchase obligations. YOU ARE HEREBY NOTIFIED that immediately following a public workshop scheduled in Idaho Power Case No. IPC-07-03 on WEDNESDAY. JUNE 20. 2007 COMMENCING AT 9:00 A.M. IN THE BALLROOM OF THE OWYHEE PLAZA HOTEL. 1109 MAIN STREET. BOISE. IDAHO Commission Staff will facilitate a discussion of procedure for processing the PURP A wind cases currently pending before the Commission, i., Avista (AVU-07-02), PacifiCorp (PAC-07-07), and Idaho Power (IPC- 07-03 and IPC-07-04). NOTICE OF DISCUSSION REGARDING PROCEDURE YOU ARE FURTHER NOTIFIED that the Petition, in Case No. A VU-07-02 and the other PURPA wind cases referred to above may be viewed at the Commission s website www.puc.idaho.gov by clicking on "File Room" and "Electric Cases " or can be viewed during regular business hours at the Idaho Public Utilities Commission, 472 W. Washington Street Boise, Idaho and for the specific utility-related filings at the general business office of Idaho Power Company, 1221 West Idaho Street, Boise, Idaho and the Idaho offices of Avista and PacifiCorp. YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted pursuant to the Commission s Rules of Procedure, IDAPA 31.01.01.000 et seq.
