What we don I t hear or see is if the 1. 9% reduction in the PCA is a PERMENANT reduction. I f not this is a bit of a shell game as the base rate increase of 1.9% is certainly permenant. 2nd- If Avista is keeping the same overall rates, but moving some the permenant rate base, why are we to incurr an additional 12 months of surcharge at the reduced 2.5%? All monies are being recovered in one form or another. We residential rate payers stand to get poked in the eye " by Avista again. 3rd- Has the IPUC ever looked at all of Avista I s various "books?" Having lived in many places in the U. S. I have found one commonality: All private utili ties keeps more than one set of "books. II There is one for the stockholders; another for the utility commissions from which to request rates by; sometimes a third for their bankers and creditlines extenders.
