Re:A vista 2005 Integrated Resource Plan Filing
Dear Ms. Jewell:
A vista Utilities ("A vista ) submitted its 2003 Integrated Resource Plan ("IRP") on April
30, 2003. At that time Avista had planned to submit its 2005 IRP by April 30, 2005.
Under the current circumstances, however, the Company respectfully notifies the
Commission that it will need additional time to complete the IRP and would expect to
have it completed and filed on or before September 1, 2005.
Avista s lead IRP analyst recently left the Company and a second analyst is retiring this
month (December 2004). This has caused delays in completing IRP work products and
the cancellation of some Technical Advisory Committee ("T AC") meetings. A vista
desire is to provide adequate public participation through the T AC and a meaningful IRP
process, which will require a process that extends beyond April 30, 2005.
If the September 1, 2005 timeline does not meet the needs of the Commission, please
advise our Company at your earliest convenience. Alternatively, where there are portions
of the 2005 IRP (e.
g.,
updated long-term loads and resources tabulation) that the
Commission would like to receive prior to September 1, 2005, the Company will do its
best to make the information available.
