Comment description: Avista has appealed denial of above case and
appealling this decision. You were correct in your denial and
should not accept their appeal. Your claim was that this request
was highly irregular and speculative. My assumption is that
reason for denial has not changed. I am on a fixed income and it
is more than difficult to continue paying increased power costs.
