VOLUNT ARY RELINQUISHMENT OF THE NP A NXX, 208-253, FROM
THE CUPRUM EXCHANGE.
BACKGROUND AND DISCUSSION
On October 1 2010 , Staff was contacted by Neustarl regarding a fu1l208-NXX code2 that
was originally assigned to Cambridge Telephone Company. The code was recently assigned to a
Competitive Local Exchange Carrier out of the Boise Main Office.
Cambridge informed Staff that effective December 9 2009, the Company sent a Part 1 form
to the North American Numbering Plan Administrator (NANP A)3 releasing the NP A-NXX, 208-
258 , back to the pool. The Company also stated that effective January 28 2010, all customers who
were served by the 208-258 Cuprum exchange were moved to the Council exchange of208-253.
The Company indicated that there were approximately 40 customers who were affected by this
action. The Cuprum central office is now functioning as a dumb remote.
According to the Company its decision to move the Cuprum customers to the Council
exchange was made in part based upon the FCC granting mandatory pooling in Idaho. The
Company s release of numbers was to help preserve the 208 area code resources.
Neustar notified Staffthat it needs a Commission Order approving the relinquishment ofthe
numbers in the Cuprum Central Office (CO) and converting the CO to a dumb remote.4 Normally

and disbursements.4 A dumb remote is a remote physical partition of an intelligent switch , which usually is in the form of a CO. The dumb
remote is connected to the centralized CO by a signaling and control link over which the call processing queries and
instructions are transmitted between the two devices. In this case the centralized CO is the Council CO.

when there are numbers transferred, relinquished or changes to a CO/rate center a Commission
Order is appropriate.
Staff appreciates Cambridge s efforts and assistance with 208 resource management.
Moreover, Staff supports the Company s prompt response to the mandatory pooling Order from the
FCC along with the proactive number resource management exercised by Cambridge.
STAFF RECOMMENDATION AND COMMISSION DECISION
Staff supports Cambridge s relinquishment of numbers and recommends an Order be issued
reflecting the Commission s support. Does the Commission agree?
