On December 24, 2002, Potlatch Corporation (Potlatch) filed a Complaint with the
Idaho Public Utilities Commission alleging that A vista Corporation dba A vista Utilities has
failed and refused, and continues to fail and refuse, to purchase the cogeneration output of
Potlatch's qualifying facilities (QFs) at its Lewiston facility. Reference Public Utility
Regulatory Policies Act of 1978 (PURP A).
YOU ARE HEREBY NOTIFIED that pursuant to a request of the parties, A vista
Utilities and Potlatch Corporation, the technical hearing previously scheduled in Case No. A VU-
02-08 for June 16 (17, 18),2003 , is vacated. Also vacated is related scheduling for prefile of
Avista/Staff direct testimony and rebuttal testimony. The Commission is informed that the
parties are actively engaged in contract negotiation and desire a stay of proceedings. Should
contract negotiation prove unsuccessful, the matter will be rescheduled.
