Puuant to Order No. 28948 in Case No. A VU-E-01-16, enclosed for filing are an origial and
seven (7) copies of A vista Utilities report on the Company's alternative energy resources offere
as options to customers in 2009 under Schedule 95-tional Renewable Power Rate. Avista
Utilities' volunta program, markete as the "Buck-A-Block" progr, for wind resoures was
intiated on Februar 1,2002.
A vista Utiities offers an alternative renewable energy rate in the form of a wind power option to
residential and commercial electrc customers in both Washington and Idao. The progr offers
blocks of 300 kWh for $1.00 each, paid in addition to their regular rates. Customers may
purchase as many blocks as they would lie. Customers subscribe on a monthy basis and can
cancel and re-subscribe at anyte by either phone, internet, or bil insert. A vista Utilities
purchases renewable energy certcates from PPM Energy to supply the program. The Company
markete the program though billng inserts, eaed meda, local public radio, selected fai, and
print meda.
The atthment included shows the rate of customer parcipation, the amount of qualfied
alternative energy resources purchased by customers, and the amount of utility investments in
qualfied alternative energy resoures.
