RE: A vista's 2007 Anual Report on Optional Alternative Renewable Energy

Puuant to Order No. 28948 in Case No. A VU-E-QI-16, Avista Utilities provides ths rert on
the Company's alternative energy resoures offered as options to customers in 2007 under
Schedule 95-Qptional Wind Power Rate. A vista Utilities' volunta progr makete as the
"Buck-A-Block" program for wind resources was intiate on Februar 1,2002.
Avista Utities offers an alternative renewable energy rate in the form of a wind power option to
residential and commercial electrc customers in both Washigton and Idao. The progr offers
blocks of 300 kWh for $1.00 each, paid in addition to their regular rates. Customers may
purchase as may blocks as they would lie. Customers subscribe on a monthy basis and can
cancel and re-subscribe at anytme by either phone, intemet, or bil insert; Avista Utities
purhases the power and associate environmenta benefits from PPM Energy and the Statelie
Energy Center, locate along the Washigtn-Oregon border to supply the progr. The
Company makete the progr thugh biling insert, eared meda, local public rao,
selected fai, and prit meda.
The atthment included shows the rate of customer parcipation, the amount of qualed
alternative energy resources purchased by customers, and the amount of utity investments in
qualed alternative energy resoures.
