On November 13, 2000, Avista Corporation dba Avista Utilities—Washington Water
Power Division (Idaho) made a filing with the Idaho Public Utilities Commission (Commission)
requesting authority to add a new Section 6.3 to the Company’s Idaho Rules and Regulations: i.e.,
6.3 Service Establishment Charge
When an account is initially established under any of the Rules and
Regulations, a Customer will be required to pay a service establishment
charge in the amount of $15.00.
On December 22, 2000, the Commission issued a Notice of Application and
Modified Procedure in Case Nos. AVU-G-00-6 and AVU-E-00-11. The deadline for filing
written comments was January 12, 2001.
On January 11, 2001, Avista Utilities, by letter filing with the Commission, requests
withdrawal of its Application. Reference IDAPA 31.01.01.068. With recent rate activity
brought on by the volatile wholesale electric and gas markets as well as other recent changes to
Avista’s miscellaneous fee schedule, the Company is of the stated belief that another Schedule
70/170 change is not appropriate at this time.
COMMISSION FINDINGS
The Commission has reviewed and considered the filings of record in Case
Nos. AVU-G-00-6 and AVU-E-00-11. Good cause being shown, we find it reasonable to grant
the Company’s request to withdraw its Application and to close the related case dockets.
CONCLUSIONS OF LAW
The Commission has jurisdiction over Avista Corporation dba Avista Utilities—
Washington Water Power Division (Idaho), a combination gas and electric utility, and the issues

presented in Case No. AVU-G-00-6 and AVU-E-00-11 pursuant to the authority granted in Idaho
Code, Title 61 and the Commission’s Rules of Procedure, IDAPA 31.01.01.000 et seq.
O R D E R
In consideration of the foregoing and as more particularly described above, IT IS
HEREBY ORDERED and the Commission does hereby grant the Company’s request to
withdraw its Application in Case Nos. AVU-G-00-6 and AVU-E-00-11. Reference IDAPA
31.01.01.068.
IT IS FURTHER ORDERED that the dockets in said cases be closed.
THIS IS A FINAL ORDER. Any person interested in this Order may petition for
reconsideration within twenty-one (21) days of the service date of this Order. Within seven (7)
days after any person has petitioned for reconsideration, any other person may cross-petition for
reconsideration. See Idaho Code § 61-626.
