AVU-E-00-9 (AVISTA) POWER COST ADJUSTMENT (PCA) – SCHEDULE 66 $5,708,000 SURCHARGE (4.763%) On November 8, 2000, Avista Corporation dba Avista Utilities – Washington Water Power Division (Avista; Company) filed an Application with the Idaho Public Utilities Commission (Commission) proposing implementation of a $5,708,000 (4.763%) PCA surcharge. The Company requests an effective date of January 1, 2001. The Company requests that its filing be processed pursuant to Modified Procedure, i.e., by written submission rather than by hearing. Reference Commission Rules of Procedure, IDAPA 31.01.01.201-204. A standard comment period for Modified Procedure is 21 days. The last scheduled decision meeting in the year 2000 is December 18. Although not scheduled, it appears that the next decision meeting cannot be scheduled until on or after Wednesday, January 10, 2001. The Commission is apprised that the Staff intends to audit the Company books the week of December 10. The Commission is also apprised that the Company does not want a mid-month effective date. The Commission is further apprised that a 1.973% rebate is currently in effect and is scheduled to expire July 31, 2001. Commission Decision: •Does the Commission find it reasonable to process this case under Modified Procedure? Standard or abbreviated comment period? •Does the Commission for administrative reasons find it reasonable to suspend the Company’s proposed January 1, 2001 effective date? Scott D.
