WWP-E-98-1) ) ) ) ) ) ) ) CASE NO. AVU-E-00-5 ORDER NO. 28414 Pursuant to Commission Order No. 27679 issued August 24, 1998 in Avista Case No. WWP-E-98-01 [In the Matter of the Commission’s Own Investigation into the Costs of Providing Electric Service of the Washington Water Power Company], Avista Corporation dba Avista Corporation dba Avista Utilities—Washington Water Power Division is required to submit to the Commission updated unbundled cost information in a precise format on or before July 1 of every year. On May 26, 2000, the Company filed with the Commission a request for an Order approving an extension of filing date for the required unbundled cost report from July 1, 2000 to September 1, 2000. The Company states that it has historically based its Idaho filing on a semi-annual Commission Basis of Operations Report filed with the Washington Commission by April 30 and October 31 of each year. This year Avista was granted an exemption from the Washington requirement due to the Company’s ongoing rate case activity. To file data in Idaho consistent with previous reports, the Company requires an extension. COMMISSION FINDINGS The Commission has reviewed and considered the filings of record in Case No. AVU- E-00-5 and its prior Order No. 27679 in Case No. WWP-E-98-1. Avista requests an extension of time from June 1 to September 1, 2000 to file its annual unbundled cost report. Reference Order No. 27679. In a time of industry restructuring the Commission finds that the identification, categorization and analysis of electric utility costs continues to be of value. The annual report provides updated information to the Commission concerning the costs of supplying electric ORDER NO. 28414 1 energy to customers. Cost information is broken down into generation, transmission and distribution surfaces as well as other categories. The Commission finds it reasonable to grant the Company’s requested extension and finds that no person or party would be prejudiced thereby. We are informed by Commission Staff that it is Staff’s preference to wait to prepare its summary report for the Commission until all electric cost unbundling reports are filed (i.e., Avista, Idaho Power, and PacifiCorp). The Commission finds this to be an administratively efficient use of Staff’s time. That being the case, the Commission finds it reasonable to grant similar extensions to Idaho Power and PacifiCorp and place minute entries reflecting our decision in the respective cases wherein the Companies were ordered to file by July 1, i.e., Case No. IPC-E-98-2, O.N. 27676 and Case No. UPL-E-98-1, O.N. 27678. CONCLUSIONS OF LAW The Idaho Public Utilities Commission has jurisdiction over this matter and Avista Corporation dba Avista Utilities—Washington Water Power Division, an electric utility, pursuant to the authority and power granted under Title 61, of the Idaho Code and the Commission’s Rules of Procedure, IDAPA 31.01.01.000 et seq. O R D E R In consideration of the foregoing and as more particularly described above, IT IS HEREBY ORDERED and the Commission does hereby grant Avista Corporation’s request to extend the Year 2000 file date for its annual unbundled cost report from June 1 to September 1, 2000. Reference Order No. 27679, Case No. WWP-E-98-1. THIS IS A FINAL ORDER. Any person interested in this Order may petition for reconsideration within twenty-one (21) days of the service date of this Order. Within seven (7) days after any person has petitioned for reconsideration, any other person may cross-petition for reconsideration. See Idaho Code § 61-626.
