AVU-E-00-2 SUPPLEMENTAL COMMENTS OF THE COMMISSION STAFF On April 5, 2000 the Commission Staff (Staff) filed Comments in the above- captioned proceeding. In those Comments, Staff brought up concerns it has about the PCA treatment of the Rathdrum Gas Turbine and promised to file supplemental comments on the subject. Since that time, the Staff and Avista (Company) have had further discussion concerning the turbine and other PCA concerns that the Company has including the pending sale of Centralia. Since the Company and the Staff both agree that a trigger has been reached, Staff proposes that the $2,364,000 rebate be effective August 1, 2000 as last proposed by the Company. SUPPLEMENTAL COMMENTS OF THE COMMISSION STAFF 1 APRIL 17, 2000 SUPPLEMENTAL COMMENTS OF THE COMMISSION STAFF 2 APRIL 17, 2000 Since it is not Staff ‘s recommendation to include any PCA affects of Rathdrum in the current triggered rebate and since deferred accounting has been approved for the PCA, Staff proposes to continue to pursue its Rathdrum concerns with the Company and to bring the matter to the Commission at a later date for decision, if necessary.
