STAT'F SAFETY REPORT
On May 15,2018, Commission Stafftraveled to Atlanta, Idaho to inspect components of
Atlanta Power Company's electrical system that were not previously accessible to Staffdudng
the March 29th site visit.
During this site inspection, Staff did confirm that the downed service line reported to the
Commission as part of Staffls March 29,2018 Safety Report has been repaired. Staff identified
a number of readily apparent issues that should be addressed by the Company (see the attached
StaffSafety Report). Some of these issues may indicate deeper systemic issues that justiff
further investigation. Staff believes that a professional electical engineering study that identifies
deficiencies, proposes remedies, and qualifies the extent of reliability issues is a necessary next
step in addressing Atlanta Power's long-term electricity service needs.
After taking into account the curent status of Staff s investigation and complexity of
issues surrounding Atlanta Power, it has become apparent that Staffwill not be prepared to
provide a final report with recommendations to the Commission by July 31, 2018. Staff
recommends the Commission extend the deadline for the Staff s final report to December 31,
2018. This should provide sufficient time to evaluate conditions for a professional engineering
study of Atlanta Power Company's electrical system.

Staff recommends the Commission:
l) Accept StafFs Safety Report in compliance with Commission Order No, 33988; and
2) Extend the deadline for the StafPs final report to December 31, 2018.
