Dear Mr. Kjellander:
As you may know, I was provided with a copy of a document that was sent to the Idaho Public
Utilities Commission by residents of Atlanta, Idaho , on April 28, 2003 , in connection with the
above matter. I have carefully reviewed the documents sent to me, and, without trying to pre-judge
any of the many issues discussed, it certainly appears to me that the citizens of Atlanta have
serious, legitimate questions about the quality of electrical service they are receiving from Atlanta
Power Company.
The problems the residents of Atlanta are experiencing with their electrical service are certainly not
new. I have personal knowledge of the difficulties residents in that area have been dealing with for
over 40 years, in their attempts to have a dependable, reliable electrical service provider. As a
result, I can certainly understand the frustration they now exhibit some two and one-half years after
making the request for a formal investigation into the quality of electrical service provided to
Atlanta residents on August 25 2000.
n appears to me that the residents have asked many reasonable questions that deserve timely
investigation and detailed responses. I would certainly appreciate it, therefore, if you could assign
PUC staff to review the inquiries submitted by the Atlanta residents at the earliest possible date
make any appropriate investigation deemed proper and then respond to the questions submitted by
them as soon as possible. I would also appreciate it if you would see to it that I am provided with a
copy of the PUC staff response.

Dear Mr. Kjellander:
I have received the letter dated May 2 2003, from Randy Lobb, the Commission s Utilities
Division Administrator, with which he enclosed several pertinent documents entered in the
above matter.
It is my understanding that the Commission Staff will be providing detailed responses to the
numerous inquiries submitted in the documents filed by Bill Uhl and Doris Helge on April 28
and 29 2003, and that I will be provided with a copy of this Staff response. Mr. Lobb has
indicated in his letter that the Commission expects to schedule a workshop to be held in Atlanta
sometime in June so the Staffwill be able to discuss this Response with customers of Atlanta
Power Company. I would like to attend this workshop, and I would appreciate it if you could
have your staff let me know as soon as possible of the proposed date, so I will be able to
schedule any other meetings so as not to be in conflict with the meeting in Atlanta.
