We have been unsuccess ful in attempting to compare our rates vs. other small ruralarea I s supplied wi th Hydro-power. Rates are very high and seem to be excessi ve.2. We did not recei ve staffs report , would like to know why there were over earnings in1999: also , if this was "TEST YEAR" how do other years compare?3. What will be the recommendation in order for Atlanta Power to abide by the 1993direction for them to implement and maintain better recordkeeping along wi th filing annualreports?4. Why is Atlanta Power not being directed to file annual reports for 1998 and 1999. Thisdoes not send a clear message as to the responsibil ty that is incumbent upon Atalnta Power
to follow the direction given by the Commission in 1993.
5. Gi ven the Red Flags that have popped up during this review , when will the next review
occur and what is the follow up procedure to insure that everything prescribed by the
Commission will be accomplished by Atlanta Power?
