BACKGROUND On August 30, 1999, GTE filed its Tariff Advice requesting Commission approval to change or eliminate certain features to its GTE Centranet Services. Centranet Services utilize the advanced capabilities of electronic central offices to incorporate individual business lines into a single communication system. The station lines provide access to central office switching capabilities while the CentraNet packages, applied to each station line, provide a set of station and system calling features. Some of the features of CentraNet 3000 include: Direct Inward Dialing, Call Hold, Call Park, Automatic Call back, Off-Hook Queuing, and Speed Calling. The specific features the Company is addressing with this filing are Station Message Detail Recording, Remote Access to Features and Remote Activation of Call Forward. The Company is requesting that it be allowed to grandfather Station Message Detail Recording and eliminate Remote Access to Features and Remote Activation of Call Forward. DECISION MEMORANDUM 1 September 17, 1999 DECISION MEMORANDUM 2 September 17, 1999 Remote Access to Features allows authorized users to call in from the exchange network and modify controllable features within a business group by supplying an authorization code. Remote Activation of Call Forward allows a user to activate or modify their assigned call forwarding from stations other than their own. This can occur from a remote location using a remote access directory number and an authorization code. Station Message Detail Recording (SMDR) - Magnetic Tape Only provides a record of calls originated by CentraNet Service station lines. SMDR information is provided to the customer's site on magnetic tapes. DISCUSSION The Company wishes to eliminate Remote Access to Features and Remote Activation to Call Forward due to past fraudulent activity in other states. According to the Company, currently there are three Idaho customers in six locations who subscribe to the CentraNet 3000 service, however those customers have chosen not to activate these specific service features. The Company currently has one customer using the SMDR service, however that customer does not use the magnetic tape. According to the Company, the magnetic tape is obsolete and has been replaced with Instant Call Accounting. RECOMMENDATION Because there are no customers using the services the Company is eliminating and there will be no revenue impact associated with this filing, Staff recommends approval effective September 30, 1999.
