HomeMy WebLinkAbout20240109_IPCTAE2303_at.pdfDECISION MEMORANDUM 1 DECISION MEMORANDUM TO: COMMISSIONER ANDERSON COMMISSIONER HAMMOND COMMISSIONER LODGE COMMISSION SECRETARY COMMISSION STAFF LEGAL FROM: ADAM TRIPLETT DEPUTY ATTORNEY GENERAL DATE: JANUARY 9, 2024 SUBJECT: IN THE MATTER OF IDAHO POWER COMPANY’S ANNUAL COMPLIANCE FILING TO UPDATE THE SUBSTATION ALLOWANCE UNDER SCHEDULE 19, LARGE POWER SERVICE; CASE NO. IPC- TAE-23-03. On December 29, 2023, Idaho Power Company (“Company”) filed Tariff Advice No. 21- 03 proposing an update to the Substation Allowance outlined in Schedule 19, Large Power Service, as required by Order Nos. 32893 and 32914. The Company proposes decreasing the Substation Allowance amount from $79,444 to $71,006—an approximately 11 percent reduction. The Company requested the allowance update to become effective February 1, 2024. STAFF RECOMMENDATION Staff recommends the Commission treat the Company’s Tariff Advice as an application and issue a Notice of Application and Notice of Modified Procedure to allow a more in-depth analysis that will ensure the components included in the allowance calculation reflect current, accurate costs. Accordingly, Staff recommends establishing a February 22, 2024, public comment deadline and a February 29, 2024, Company reply deadline. Staff also recommends that the Commission suspend the Company’s proposed February 1, 2024, effective date until March 15, 2024 pursuant to Idaho Code § 61-622(4) to allow proper time for discovery and public and Company reply comments. COMMISSION DECISION Does the Commission wish to: 1. Treat the Company’s Tariff Advice as an application and issue a Notice of Application using Case No. IPC-E-24-02 as the case number? DECISION MEMORANDUM 2 2. Issue a Notice of Modified Procedure establishing a February 22, 2024, public comment deadline and a February 29, 2024, Company reply deadline? 3.
