RE:VERIZON'S APPLICATIONS FOR APPROVAL OF AMENDMENT
NOS. 5 AND 6 TO THE INTERCONNECTION AGREEMENT;
CASE NO. VZN-03-07.
BACKGROUND
Under the provisions of the federal Telecommunications Act of 1996 , interconnection
agreements must be submitted to the Commission for approval. 47 U.C. ~ 252(e)(I). The
Commission may reject an agreement adopted by negotiations only if it finds that the agreement:
(1) discriminates against a telecommunications carrier not a party to the agreement; or (2)
implementation of the agreement is not consistent with the public interest, convenience and
necessity. 47 U.C. ~ 252(e)(2)(A).
CURRENT APPLICATION
On May 13 2010, Verizon Northwest Inc. (Verizon) submitted two Applications to
amend an agreement with MCImetro Access Transmission Services LLC (MCImetro) initially
approved by the Commission on October 30, 2003. In the Applications, the parties request that
the Commission approve Amendment 5 and Amendment 6 to the interconnection agreement.
Amendment 5 revises the terms and agreements for wholesale discounts listed in Exhibit A that
includes non-recurring charges for resale services. Amendment 6 amends the Triennial Review
and Remand Order (TRRO) that includes provisioning and pricing for services listed in Exhibit
A. Both amendments have an effective date of March 2, 2010.

STAFF ANALYSIS
Staff has reviewed the Applications and does not find that any terms or conditions are
discriminatory or contrary to the public interest. Staff believes the Applications are consistent
with the FCC orders and pro-competitive policies ofthis Commission, the Idaho Legislature, and
the federal Telecommunications Act. Accordingly, Staffrecommends Commission approval of
the Applications for Amendments 5 and 6 to the Interconnection Agreement between Verizon and
MCImetro.
