On May 5,2023,Intermountain Gas Company ("Company")filed Tariff Advice No.23-02 ("Tariff Advice"),proposing a revision to General Service Provisions,Section C, Sheet 3 of the Company's gas tariff.The proposed revision would eliminate abandonment of company-owned gas facilities as an event triggering a charge to the customer abandoningthe facilities. On May 30,2023,the Commission issued a Notice of Application and Notice of Modified Procedure,converting the Tariff Advice into Case No.INT-G-23-01 and setting a June 15,2023,public comment deadline and a June 29,2023,Company reply deadline.Order No. 35793. On August 15,2023,the Commission approved the Application and ordered the Company to (1)supplement the Company's gas tariff with additional language clarifying the difference between "relocation"and "abandonment,"(2)update the tariff so only relocation will continue as an event triggering a charge imposed upon a customer,and (3)revise the tariff as a compliance filing consistent with these findings.Order No.35890. On August 18,2023,the Company submitted its compliance filing with the revised tariff for Section C of the Company's General Service Provisions for Residential and Commercial Customers ("Revised Tariff"). I The Company resubmitted revised tariffs on August 23,2023,and August 29,2023 at the request of Staffto ensure the Tariffs have the correct effectivedate. DECISION MEMORANDUM -1 -September 5,2023 STAFF REVIEW Staff reviewed the Revised Tariff and believes it conforms with Order No.35890. Specifically,the Company adequatelydifferentiated "abandonment"from "relocation"of facilities by providing definitions of both terms in the Definition of Terms section included in the Revised Tariff.The definitions clearly delineate the difference,such that "relocation"indicates a continuation of service,while "abandonment"does not.Furthermore,the Revised Tariff includes language requiring the applicant for "relocation"to pay for the cost of the service. STAFF RECOMMENDATION Staff recommends that the Commission approve the Revised Tariff effective as of the service date of the final compliance order.
