SUBJECT: IN THE MATTER OF AVISTA CORPORATION’S REQUEST TO
DECREASE ENERGY EFFICIENCY RIDER ADJUSTMENT—
SCHEDULE 91; CASE NO. AVU-E-23-10.
On July 31, 2023, Avista Corporation (“Company”), applied to the Idaho Public Utilities
Commission (“Commission”) to decrease its electric tariff Schedule 91, “Energy Efficiency
Rider Adjustment” (“Schedule 91”) rates, effective October 1, 2023. Application at 1, 4.
The Company’s Schedule 91 is designed to recover costs of energy efficiency services
and programs offered to customers. Id. at 1. The Company estimates that Schedule 91 is
overfunded by $7.3 million and proposes a decrease in the Schedule 91 rates and charges. Id. at
3. If approved, the Company estimates a decrease of approximately $3.1 million in Schedule 91
or 1.2% in overall billed rates. Id. at 4. The average residential customer’s monthly bill would
decrease by $0.97 under the Company’s proposal. Id. at 4-5. The Company requests that this
matter be processed by modified procedure.
STAFF RECOMMENDATION
Staff recommends the Commission issue a Notice of Application and Notice of Modified
Procedure establishing a September 14, 2023, public comment deadline, and a September 21,
2023, Company reply deadline.
