HomeMy WebLinkAbout20230801_IPCE2314_cb.pdfDECISION MEMORANDUM 1 DECISION MEMORANDUM TO: COMMISSIONER ANDERSON COMMISSIONER HAMMOND COMMISSIONER LODGE COMMISSION SECRETARY COMMISSION STAFF LEGAL FROM: CHRIS BURDIN DEPUTY ATTORNEY GENERAL DATE: AUGUST 1, 2023 SUBJECT: IN THE MATTER OF IDAHO POWER COMPANY’S APPLICATION FOR AUTHORITY TO IMPLEMENT CHANGES TO THE COMPENSATION STRUCTURE APPLICABLE TO CUSTOMER ON-SITE GENERATION UNDER SCHEDULES 6, 8, AND 84 AND TO ESTABLISH AN EXPORT CREDIT RATE; CASE NO. IPC-E-23-14. On May 1, 2023, Idaho Power Company (“Company”), filed an application (“Application”) with the Idaho Public Utilities Commission (“Commission”) proposing changes to the Company’s on-site and self-generation tariffs. The Company requests that the Commission authorize: (1) real-time net billing with an avoided cost-based financial credit rate for exported energy; (2) a methodology for determining annual updates to the Export Credit Rate (“ECR”); (3) a modified project eligibility cap for commercial, industrial, and irrigation (“CI&I”) customers; (4) related changes to the accounting for and transferability of excess net energy financial credits, and (5) updated tariff schedules necessary to administer the modified on-site generation offering. The Company requests an effective date of January 1, 2024. On May 23, 2023, the Commission issued a Notice of Application and Notice of Intervention Deadline. Order No. 35790. The Commission granted intervention to: Clean Energy Opportunities for Idaho; the city of Boise City; Idaho Conservation League; Idaho Hydroelectric Power Producers Trust, d/b/a IdaHydro; Idaho Irrigation Pumpers Association, Inc.; Micron Technology, Inc.; and Vote Solar. Order Nos. 35781; 35803; 35824. On June 27, 2023, the Commission issued a Notice of Parties. DECISION MEMORANDUM 2 STAFF RECOMMENDATION Commission Staff (“Staff”), Intervenors, and the Company have communicated via email regarding a proposed procedural schedule for processing this case. Staff recommends the Commission process the Application by modified procedure and issue a scheduling order with the following procedural schedule. • September 6, 2023: Virtual Public Workshop conducted by Staff starting at 6:00 p.m. (MDT) and ending at 9:00 p.m., or until all customer questions have been answered, whichever comes first. • September 7, 2023: Virtual Public Workshop conducted by Staff starting at 12:00 p.m. (MDT) and ending at 3:00 p.m., or until all customer questions have been answered, whichever comes first. • October 12, 2023: Staff/Intervenor Comments • November 2, 2023: All Party Reply Comments • November 16, 2023: Company Final Reply Comments Staff also recommends that the Commission issue a subsequent order setting the time, date, and location of any customer hearings as determined by the Commission.
