HomeMy WebLinkAbout20230523_INTG2301_dh.pdfDECISION MEMORANDUM 1 DECISION MEMORANDUM TO: COMMISSIONER ANDERSON COMMISSIONER HAMMOND COMMISSIONER LODGE COMMISSION SECRETARY COMMISSION STAFF LEGAL FROM: DAYN HARDIE DEPUTY ATTORNEY GENERAL DATE: MAY 23, 2023 SUBJECT: IN THE MATTER OF INTERMOUNTAIN GAS COMPANY’S TARIFF ADVICE NO. 23-02. On May 5, 2023, Intermountain Gas Company (“Company”) filed Tariff Advice No. 23- 02 proposing a revision to General Service Provisions, Section C, Sheet 3. As currently approved, Section 3.2 directs that the Company will charge applicants for the relocation or abandonment of gas facilities owned by the Company if requested by the applicant/customer. The Company’s proposed update removes the required charge for abandonment because safely and timely removing or safe-guarding abandoned facilities is to protect the public and not to convenience customers. The Company requested the update become effective June 5, 2023. STAFF RECOMMENDATION Staff has begun reviewing the Company’s proposed tariff changes and would like to propound formal discovery on the proposal before it makes a recommendation. Specifically, Staff wants the opportunity to review the financial implications of the proposal before it makes a recommendation. Accordingly, Staff will need more time than is allotted under the Company’s proposed effective date to conduct and review responses to discovery. After consulting with the Company, Staff recommends the Commission convert the Tariff Advice into a case under Case No. INT-G-23-01, issue a Notice of Application, and set a June 15, 2023 public comment deadline and June 29, 2023 Company reply deadline.
