SUBJECT: IN THE MATTER OF THE ANNUAL UPDATE TO “SURROGATE
AVOIDED RESOURCE” AVOIDED COST RATES; CASE NO. GNR-E-23-
02.
On April 12, 2023, Commission Staff applied to the Commission requesting the
Commission update inputs to the surrogate avoided resource method (“SAR Method”) model used
by the Commission to calculate published avoided cost rates. The Application responds to the
Commission’s directive in Case No. GNR-E-20-01. See Order No. 34628 at 1 (stating,
“Subsequent annual SAR updates will be initiated with an Application to the Commission.”).
STAFF RECOMMENDATION
Staff recommends the Commission issue a Notice of Application and Notice of
Modified Procedure establishing a 21-day public comment deadline, and a 7-day reply comment
deadline. Staff’s proposed schedule is designed to accommodate updated SAR Method rates by
June 1, 2023.
