SUBJECT:TARIFF ADVICE REGARDING REVISIONS TO IDAHO POWER
COMPANY'S SCHEDULE 20 SPECULATIVE HIGH-DENSITY LOAD
BACKGROUND
On November 28,2022,Idaho Power Company ("Company")filed Tariff Advice No.
22-03 ("Tariff Advice")requesting to update the Energy Charges for Schedule 20 Speculative
High-Density Load ("Schedule 20").In Case No.IPC-E-21-37,the Commission approved
Schedule 20 as filed in Order No.35428.In the Application from Case No.IPC-E-21-37,the
Company proposed to update the Energy Charges,which have a component based on the
Avoided Cost Averages from the most recently acknowledged IntegratedResource Plan ("IRP"),
annually on January 1,and within 45 days of acknowledgementof subsequent IRPs.'
The Company's Tariff Advice proposes to update the Energy Charges in accordance with
Commission Order No.35428 and to reflect the 2023 Avoided Cost Averages from the 202l IRP
acknowledged in Order No.35603 on November 18,2022.The Company requests these updates
to become effective on January 1,2023.
STAFF ANALYSIS
Staff reviewed the proposed updates in the Tariff Advice and believes the updates to the
Energy Charges are consistent with the Company's proposed method in Case No.IPC-E-21-37
and approved in Commission Order No.35428.Staff recommends the Commission approve the
!Case No.IPC-E-2l-37,Application,p.15.

revised tariff sheets,as filed,reflecting updates to Energy Charges with an effective date of
January 1,2023.
Staff reviewed the Company's workpapers and revised tariff sheets and believes the
inputs used to update the Energy Charges are correct and conform with Commission Order No.
35428.The Company used the 2023 Avoided Cost Average from the recently acknowledged
2021 IRP to update the Energy Charges.Staff believes this Tariff Advice satisfies the
Company's requirements to update the Energy Charges annuallyon January 1 and within 45
days of acknowledgementof subsequent IRPs.
RECOMMENDATION
Staffrecommends the Commission approve the revised tariff sheets reflecting updates to
Energy Charges,as filed,with an effective date of January 1,2023.
COMMISSION DECISION
