FORMAL INVESTIGATION OF MAYFIELD SPRINGSWATER ANDTHEADEQUACYOFTHESYSTEMASBUILT;MSW-W-22-01
BACKGROUND
ArrowrockRanch Subdivision in Kuna was originally designed for one hundred homes
on one-half acre lots and included two acres of common area.The subdivision has a separate
wastewater treatment plant (WWTP)that also draws water from the system.The system design
was approved by IDEQ and reviewed by Commission Staff during the application process to
grant Mayfield Springs Water Company CPCN No.478 in 2008,(MSW-W-08-01 Order
No.30628).Mayfield Springs Water continues to operate the water system,and the Arrowrock
HOA has assumed operations of the WWTP.
The customers,separately,and as the HOA,have filed several informal complaints over
the years regarding low pressure,particularlyin the summer months when demand is high.A
review by Commission Staff in 2016 in response to complaints found that the WWTP was
drawing potable water to supplement the treated water used for irrigation.The HOA and the
Company have met several times over the past years to resolve the problem,but the low-pressure
issues remain.The HOA has requested that the Commission open a formal complaint (see
attached).

RECOMMENDATION
Staffrecommends the Commission issue a Summons to the Company directing it to
answer or otherwise respond to the complaint within twenty-one (21)days.Staffalso
recommends the Commission allow fourteen (14)days for interested persons to reply to the
Company's answer.
COMMISSION DECISION
Does the Commission wish to:(1)Issue a Summons to Mayfield Springs Water
Company giving the Company twenty-one (21)days to respond to the Summons?(2)Allow
replies within fourteen (14)days of the response deadline?
