HomeMy WebLinkAbout20220809_AVUE2101_AVUG2101_me1jo.pdfDECISION MEMORANDUM TO:COMMISSIONER ANDERSON COMMISSIONER CHATBURN COMMISSIONER HAMMOND COMMISSION SECRETARY COMMISSION STAFF LEGAL FROM:MICHAEL ELDRED DATE:AUGUST 9,2022 SUBJECT:AVISTA CORPORATION'S COMPLIANCE TARIFF FILING -2022 RATES COMMISSION ORDER NO.35156 -CASE NOS.AVU-E-21-01 AND AVU-G-21-01 BACKGROUND On September 1,2021,the Commission issued Order No.35156 approving an all-party settlement for a two-year rate plan in Case Nos.AVU-E-21-01 and AVU-G-21-Ol. On July 15,2022,Avista Corporation ("Company")submitted a compliance filing with tariff sheets reflecting rates for the second year of the two-year rate plan with an effective date of September 1,2022. On August 2,2022,the Company submitted substitute tariff sheets correcting for mistakes in the originally submitted tariff sheets. STAFF ANALYSIS Staff recommends that the Commission approve the tariff sheets and subsequently submitted substitute tariff sheets reflecting the second-year rates of the Company's two-year rate plan approved through Commission Order No.35156 with an effective date of September 1, 2022. The tariff sheets submitted on July 15,2022,are consistent with the terms of the settlement stipulation approved by Commission Order No.35156 with one exception.Some of the Street and Area Lighting rates were inadvertently not updated in the rates submitted as part of the authorized stipulation.By updating the Street and Area Lighting rates in this compliance DECISION MEMORANDUM -l -AUGUST 9,2022 filing,the Company will incur about an $8000 revenue shortfallto the $8 million increase approved in the Stipulation.Staff does not believe this amount is material compared to an overall increase of $8 million. In addition,Staff discovered two issues with the tariff sheets originally submitted as part of this compliance filing.First,Sheet 042 contained an inaccurate rate code that is not used by current customers and is no longer open for new customers.Second,Sheet 076 contained a description with a reference to another state.The Company submitted substitute tariff sheets to correct these two errors. RECOMMENDATION Staff recommends that the Commission approve the tariff sheets and substitute tariff sheets reflecting the second-year rates of the Company's two-year rate plan approvedthrough Commission Order No.35156 with an effective date of September 1,2022.
