HomeMy WebLinkAbout20211026_rn1.pdf DECISION MEMORANDUM 1 DECISION MEMORANDUM TO: COMMISSIONER KJELLANDER COMMISSIONER RAPER COMMISSIONER ANDERSON COMMISSION SECRETARY COMMISSION STAFF LEGAL FROM: RILEY NEWTON DEPUTY ATTORNEY GENERAL DATE: OCTOBER 22, 2021 SUBJECT: IN THE MATTER OF IDAHO POWER COMPANY’S APPLICATION FOR APPROVAL TO MODIFY ITS DEMAND RESPONSE PROGRAMS; CASE NO. IPC-E-21-32. On October 1, 2021, Idaho Power Company (“Company”) applied to the Commission for an Order authorizing it to: (1) modify its demand response (“DR”) programs; (2) implement associated revised tariff schedules; and (3) establish a revised cost-effectiveness methodology to evaluate DR. Application at 1. If approved, the proposed changes would supersede the terms of the settlement agreement approved by Commission Order No. 32923. Id. In support of the Application, the Company filed the direct testimony of Quentin Nesbitt, Customer Research and Analysis Leader in the Customer Relations and Energy Efficiency Department, regarding the Company’s proposed modifications to its DR programs; and the direct testimony of Jared Ellsworth, Transmission, Distribution, and Resource Planning Director, regarding the recent improvements in capacity contribution of supply-side and demand-side resources, and how these improvements were considered in evaluating the DR program. The Company requests the Commission issue an Order by February 15, 2022, so there’s time to implement the requested changes by June 15, 2022. Id. at 19. On October 20, 2021, the Commission granted intervention into this case to Idaho Irrigation Pumpers Association, Inc. See Order No. 35207. STAFF RECOMMENDATIONS Staff has reviewed the Application and recommends the Commission issue a Notice of Application and Notice of Intervention Deadline establishing a 21-day intervention period. Staff also recommends that the Commission direct Staff to work informally with the parties to discuss DECISION MEMORANDUM 2 scheduling and other matters that may arise, and for Staff to then report to the Commission with a proposed schedule. COMMISSION DECISION Does the Commission wish to issue a Notice of Application, and Notice of Intervention Deadline establishing a 21-day intervention period?
