DEPUTY ATTORNEY GENERAL DATE: APRIL 30, 2021 SUBJECT: APPLICATION OF ROCKY MOUNTAIN POWER REQUESTING APPROVAL OF THE ANNUAL REVISION TO QF VARIABLE ENERGY PRICES PURSUANT TO TERMS OF THE 1992 AMENDMENTS TO POWER PURCHASE AGREEMENTS BETWEEN IDAHO QFS AND PACIFICORP; CASE NO. PAC-E-21-12 On April 22, 2021, Rocky Mountain Power, a division of PacifiCorp (“Company”) requested Commission approval of the proposed updated Qualifying Facility (“QF”) variable energy price pursuant to the terms of the amendments to Idaho QF power purchase agreements. APPLICATION In 2003, the Company sent a letter notifying the Commission of a July 1, 2003, revision to the variable energy price for QFs holding certain power sales contracts with the Company. These thirteen QF contracts included a Commission-approved 1992 Amendment outlining the methodology that would be used for determining the variable energy price component of the avoided cost rate. The Company believes that a hearing is not necessary to consider the issues presented herein and respectfully requests that this Application be processed under Modified Procedure. STAFF RECOMMENDATION Staff recommends that the Commission issue a Notice of Application and Notice of Modified Procedure, setting a 21-day comment deadline for interested persons and parties and a 7-day reply comment deadline for the Company thereafter.
