SUBJECT: IN THE MATTER OF THE ANNUAL UPDATE TO “SURROGATE
AVOIDED RESOURCE” AVOIDED COST RATES; CASE NO. GNR-E-21-
01.
On April 16, 2021, Commission Staff filed an Application requesting the Commission
update inputs to the surrogate avoided resource method (“SAR Method”) model used by the
Commission to calculate published avoided cost rates. Staff also proposed administrative updates
to the SAR Method model. Commission Staff’s Application responds to Commission directive in
GNR-E-20-01. See Order No. 34628 at 1 (stating, “Subsequent annual SAR updates will be
initiated with an Application to the Commission.”).
STAFF RECOMMENDATION
Staff recommends the Commission issue a Notice of Application and Notice of
Modified Procedure establishing a comment deadline of May 13, 2021, and a reply comment
deadline of May 20, 2021. Staff’s proposed schedule is designed to accommodate updated SAR
Method rates by June 1, 2021.
