SUBJECT: IN THE MATTER OF IDAHO POWER COMPANY’S APPLICATION
FOR AUTHORITY TO DECREASE ITS RATES FOR ELECTRIC
SERVICE FOR COSTS ASSOCIATED WITH THE BOARDMAN POWER
PLANT; CASE NO. IPC-E-20-32.
On August 21, 2020, Idaho Power Company (“Idaho Power” or “Company”) applied
for authority to decrease customer rates to reflect cessation of the Boardman Power Plant
(“Boardman”) operations.
On October 1, 2020, the Commission issued a Notice of Application and Notice of
Intervention Deadline (“Notice”) setting a 21-day intervention deadline. See Order No. 34803.
Prior to the issuance of the Notice, the Idaho Conservation League (“ICL”) filed a
Petition to Intervene on September 17, 2020. The Commission granted ICL’s Petition to Intervene
on September 29, 2020. See Order No. 34791.
On October 23, 2020, the Commission issued a Notice of Parties.
THE APPLICATION
In the Application Idaho Power requests that the Commission issue an order (1) finding
that all actual Boardman investments made through June 30, 2020, were prudently incurred, and
(2) decreasing customer rates by $3,902,622 to reflect full depreciation of all Boardman
investments effective January 1, 2021, which equates to an overall decrease of .33 percent.
Application at 1. The Company represents that the Application in this case was filed concurrently
with Case No. IPC-E-20-33 wherein the Company requests authorization to reinvest the customer
savings resulting from cessation of Boardman operations immediately into energy efficiency to
limit impacts to customer bills. Id.

STAFF RECOMMENDATION
Staff recommends that the Commission issue a Notice of Modified Procedure that sets
a comment deadline of December 10, 2020 for Staff and ICL and any interested party and a
December 24, 2020, reply comment deadline.
COMMISSION DECISION
Does the Commission wish to issue a Notice of Modified Procedure setting a comment
deadline of December 10, 2020, and a reply comment deadline of December 24, 2020?
