HAMMOND JR. DEPUTY ATTORNEY GENERAL DATE: NOVEMBER 12, 2020 SUBJECT: IN THE MATTER OF ROCKY MOUNTAIN POWER’S APPLICATION REQUESTING AUTHORIZATION TO UPDATE THE WIND AND SOLAR INTEGRATION RATE FOR SMALL POWER GENERATION FACILITIES; CASE NO. PAC-E-20-14. On October 8, 2020, Rocky Mountain Power, a division of PacifiCorp (the “Company”) requested authority to increase the wind and solar integration rate applicable to new power purchase agreements (“PPA”) between the Company and wind and solar qualifying facilities (“QFs”). THE APPLICATION The Company requests authorization to increase the wind integration rate from $0.57 to $1.11 per megawatt-hour (“MWh”) for wind-powered QFs. Application at 1. The Company also requests authorization to increase the solar integration rate from $0.60 to $0.85 per MWh for solar-powered QFs. Id. The Company states these amounts represent the integration costs of wind and solar power to be applied against published avoided cost rates except in where the QF delivers energy to the Company on a firm hourly schedule as specified in a PPA. STAFF RECOMMENDATION Staff recommends the Commission issue a Notice of Application and set a 21-day intervention deadline. Once the intervention deadline has passed, Staff will informally confer with the parties about further scheduling and will recommend a schedule to the Commission.
