SUBJECT: RATIFICATION OF TRS ADMINISTRATOR CONTRACT WITH
KATHLEEN TOOHILL
Idaho Code § 61-1303(1)(a) requires the Commission to contract with a qualified
person to administer the telecommunications relay services (TRS) program. Last year, the
Commission contracted with Kathleen Toohill to administer the TRS program for one year.
In October 2020, Commission Staff offered (subject to Commission approval) Ms.
Toohill a three-year contract beginning November 1, 2020. Ms. Toohill signed the contract, and
the Commission President signed as the Commission’s representative.
STAFF RECOMMENDATION
Staff believes Ms. Toohill has served admirably as the TRS Administrator. The contract
is both reasonable and consistent with the Commission’s powers and duties under Idaho Code §
61-1306. Staff recommends the Commission ratify the Commission President’s signed approval
of the contract.
