DEPUTY ATTORNEY GENERAL DATE: SEPTEMBER 25, 2020 SUBJECT: IDAHO POWER COMPANY’S APPLICATION FOR AUTHORITY TO DECREASE ITS RATES FOR ELECTRIC SERVICE FOR COSTS ASSOCIATED WITH THE BOARDMAN POWER PLANT; CASE NO. IPC-E-20-3 2. On August 21, 2020 , Idaho Power Company (“Idaho Power” or “Company”) applied for authority to decrease customer rates to reflect cessation of the Boardman Power Plant (“Boardman”) operations. THE APPLICATION Specifically, in the Application Idaho Power requests that the Commission issue an order (1) finding that all actual Boardman investment s made through June 30, 2020, were prudently incurred, and (2) decreasing customer rates by $3,902,622 to reflect full dep rec iation of all Boardman in v estmen ts effective January 1, 2021, which e quates to an overall d ecrease of .33 percent. Application at 1 . The Company repre sen ts that the Application in this case was filed concurrently with Case No. IPC-E-20-33 wherein the Company requests authorization to reinvest the customer savings resulting from cessation of Boardman operations immediately into energy eff iciency to limit impacts to customer bills. Id . STAFF RECOMMENDATION Staff recommends that the Commission issue a Notice of Application, set a 21 -day intervention deadlin e. Once the intervention deadline has passed, Staff will informally confer with the parties about further scheduling and will recommend a schedule to the Commission.
