SUBJECT: IDAHO POWER’S APPLICATION FOR A DETERMINATION OF 2019
DEMAND-SIDE MANAGEMENT EXPENSES AS PRUDENTLY
INCURRED; CASE NO. IPC-E-20-15.
On March 13, 2020, Idaho Power Company (“Company”) applied to the Commission
for an order finding that the Company’s demand-side management (“DSM”) expenses for the year
2019 were prudently incurred.
On April 6, 2020, the Commission issued a Notice of Application and Notice of
Intervention Deadline setting a twenty-one (21) day intervention deadline. Boise City, Idaho
Conservation League, Industrial Customers of Idaho Power, and Idaho Irrigation Pumpers
Association all timely petitioned to intervene in this matter.
On May 6, 2020, the Commission issued a Notice of Modified Procedure setting an
August 13, 2020 public comment deadline and August 27, 2020 Company reply deadline.
On June 25, 2020, Commission Staff electronically sent its Third Production Request
to the Company and requested the Company submit its responses by July 16, 2020. Responses to
Staff’s Third Production Requests were not received by the Commission on July 16, 2020. Upon
inquiry, the Company noted that the Third Production Request had been sent by Commission Staff
but quarantined by the company’s digital security. For unknown reasons, the quarantined email
did not get flagged for review and therefore was never received by the intended recipients. The
Company has indicated it will be able to fully respond to the Third Production Request by August
4, 2020. As a result, Staff will have an attenuated period to review the dat a and incorporate any
relevant information into its comments if the original comment deadlines remain. Staff therefore

would like to alter the public comment and Company reply deadlines to ensure adequate time to
submit its comments.
STAFF RECOMMENDATION
Staff recommends the Commission vacate the August 13, 2020 public comment
deadline and August 27, 2020 Company reply deadline and establish new deadlines with public
comments due August 27, 2020 and reply comments due September 10, 2020.
