IPC-E-20-24 and AVU-E-20-04. On May 14, 2020, Commission Staff filed a Petition requesting a Commission Order implementing the annual update to the Colstrip Method of calculating avoided cost rates for certain qualifying facilities under the Public Utility Regulatory Policies Act of 1978 and discontinuing the Sumas Method of calculating avoided cost rates because no Idaho utility has an effective contract containing Sumas Method avoided cost rates. The annual update to the Colstrip Method is scheduled to take effect on July 1. STAFF RECOMMENDATION Staff recommends the Commission issue a Notice of Petition and Notice of Modified Procedure, with comments due twenty-one (21) days from the issuance of the Notice and reply comments due seven (7) days later. COMMISSION DECISION Does the Commission wish to issue a Notice of Petition and Notice of Modified Procedure that establishes a twenty-one (21) day comment period and a seven day (7) reply period? __________________________ Edward J.
