SUBJECT: IN THE MATTER OF THE APPLICATION OF ROCKY MOUNTAIN
POWER TO CLOSE THE NET METERING PROGRAM TO NEW
SERVICE & IMPLEMENT A NET BILLING PROGRAM TO
COMPENSATE CUSTOMER GENERATORS FOR EXPORTED
GENERATION; CASE NO. PAC-E-19-08.
On April 23, 2020, Rocky Mountain Power, a division of PacifiCorp (“Rocky Mountain
Power”) filed a supplemental application (“Supplemental Application”) in this docket. The
Supplemental Application is designed to comply with the spirit and intent of the Commission’s
orders in IPC-E-18-15, and contains updated data, updated customer notification commitments
from the Company, and an updated proposed date of grandfathering.
Prior to filing the Supplemental Application, Rocky Mountain Power met with parties
to the case to discuss the procedure and schedule of the case. The parties agreed to propose to the
Commission a two-phase “study design” and “study review” format, following the directions the
Commission laid out in Order No. 34046 in IPC-E-18-15. Staff agreed to propose the following
dates to the Commission for the study design phase:
• May 26, 2020: Deadline for preliminary comments on study design
• June 22, 2020: Public hearing – either in-person or telephonic
• July 2, 2020: Deadline for revised comments on study design
• July 16, 2020: Deadline for reply comments on study design
Staff and Rocky Mountain Power also committed to hosting public workshops following the
preliminary comment deadline and prior to the public hearing, with the specific dates and format
of the workshops to be determined by the respective parties.

STAFF RECOMMENDATION
Staff recommends the Commission issue a Notice of Supplemental Application
establishing the dates referenced above for the study design phase of this docket and indicate that
following the study design phase the Company will conduct a comprehensive study and submit it
to the Commission, at which time the Commission will establish a schedule for the study review
phase.
COMMISSION DECISION
Does the Commission wish to issue a Notice of Supplemental Application establishing
a May 26, 2020 preliminary comment deadline, a June 22, 2020 public hearing, a July 2, 2020
deadline for revised comments, and a July 16, 2020 deadline for reply comments on the study
design?
