HAMMOND JR. DEPUTY ATTORNEY GENERAL DATE: APRIL 10, 2020 SUBJECT: AVISTA’S APPLICATION TO UPDATE ITS ELECTRIC LINE EXTENSION SCHEDULE 51; CASE NO. AVU-E-20-02. On March 10, 2020, Avista Corporation (“Avista” or “Company”) applied to the Commission for an order allowing the Company to revise Electric Line Extension Schedule 51 (“Schedule 51”). The Company proposes to update the costs it incurs to extend electric lines to new customers, and to its allowance to developers and builders against those costs. The Company would also make administrative changes to Schedule 51. The Company has a requested a July 1, 2020, effective date, and that its Application be processed by Modified Procedure.1 STAFF RECOMMENDATION Staff recommends the Commission issue a Notice of Application and Notice of Modified Procedure that sets a June 3, 2020, comment deadline for Staff and any other interested parties and a June 10, 2020, reply deadline for the Company.
