HomeMy WebLinkAbout20200107_ct1jo.pdfDECISION MEMORANDUM TO:COMMISSIONER KJELLANDER COMMISSIONER RAPER COMMISSIONER ANDERSON COMMISSION SECRETARY LEGAL WORKING FILE FROM:CURTIS THADEN DATE:JANUARY 3,2020 RE:SUEZ WATER TARIFF ADVICE REVISION TO THE SUEZ WATER IDAHO INC.RATE SCHEDULES On December 13,2019,SUEZ Water Idaho Inc.(SUEZ)submitted a Tariff Advice to revise SUEZ Water Idaho Inc.Rate Schedule No.5 (Miscellaneous Fees and Charges)to establish updated hours for non-emergency reconnection of service and to define SUEZ's business hours as 8:00 am through 4:30 pm,which will change Sheets,1,2 9,9a and 10. On January 2,2020,SUEZ resubmitted Sheet 9 to correct a typographical error concerning the time at which a weekend/holidayreconnection charge would be imposed under SUEZ's revised schedule.The time was incorrectly reflected as 8:30 am to 4:30 pm. Sheet 9 should have read 8:00 am to 4:30 pm. The Company proposal establishes:1)SUEZ's business hours as 8:00 am to 4:30 pm, Monday through Friday,except for observed holidays;and 2)hours during which non- emergency reconnections will be made.SUEZ's continued policy will be to reconnect service for customers disconnected due to non-payment as quickly as possible within the required 24-hours reconnection timeline.However,such reconnections are occasionally requested late at night,which SUEZ believes poses a safety concern for its employees,and potentially the public.Schedule No.5 currently does not specify a time limit for such activities;therefore SUEZ is proposing to establish a cutoff time of 6:30 pm for non- emergency after-hours service reconnections.Reconnection requests made after 6:30 pm will be performed the following day.By limiting normal reconnection hours,SUEZ will avoid dispatching limited on-call staff late at night to perform non-emergency work that can be accomplished more safely during the day. DECISION MEMORANDUM l JANUARY 3,2020 SUEZ originally requested that the proposed revision to Schedule No.5 become effective January 1,2020.SUEZ filed replacement pages on January 2,2020 and is agreeable to an effective date of January 10,2020. STAFF RECOMMENDATION Staff reviewed the revision to Sheets 1,2,9,9A and 10.Other utilities have requested and the Commission has approved limited times for after hour,non-emergency calls due to safety reasons.Based on its review,Staff recommends approval of SUEZ's proposed changes to its tariff.
