HomeMy WebLinkAboutwater.PDFIDAHO PUBLIC UTILITIES COMMISSION Page 462001 ANNUAL REPORT IPUC Regulates About 1% Of Idaho’s Water Utilities Idaho Water Utilities The Idaho Public Utilities Commission regulates 25 privately operated water companies varying from United Water Idaho with more than 56,000 customers to utilities serving a few homes in residential subdivisions or mobile home parks. Regulated companies comprise less than 1 percent of approxi- mately 2,600 systems that supply drinking water to Idahoans. Most of the unregulated systems belong to and are run without profit by homeowners associations. Many others are municipal systems operated by local govern- ments. The rates listed are strictly representative of residential customers and may not reflect actual rates paid by a specific customer. IDAHO PUBLIC UTILITIES COMMISSION Page 482001 ANNUAL REPORT Water Utility Cases Sept. 6, 2000 COMMISSION REDUCES UNITED WATER RATE REQUEST TO 7.8 PERCENT Case No. UWI-W-00-1, Order No. 28505 The Idaho Public Utilities Commission has approved a general rate increase of 7.8 percent for United Water Idaho, Inc., more than 3 percent less than the company requested. The utility serves some 65,000 customers in Ada and Canyon counties. It had asked for an approximate 11 percent general rate increase to recover increased operating expenses as well as costs associated with plant additions. The percentage increase, which went into effect Sept. 5, will be the same for all classes of water users in the United Water system. In reducing the percentage of the rate increase request, the commission lowered the amount of the costs to purchase the Raintree Mutual water com- pany and investment in Redwood Creek facilities that could be passed on to all ratepayers. In addition, the commission removed investor relations expenses as a charge to customers following the utility’s 100 percent ownership by the French firm Suez Lyonnaise des Eaux, which was completed earlier this year. The PUC approval will enable United Water to raise an additional $2 million in yearly revenue and allow an overall rate of return of 8.843 percent. 2001 ANNUAL REPORTPage 49 IDAHO PUBLIC UTILITIES COMMISSION Water Utility Cases, continued Aug. 2, 2001 BASE RATE, METERING ORDERED FOR BARBERTON/ GOLDEN DAWN RESIDENTS Case No. UWI-W-01-1, Order No. 28810 The Idaho Public Utilities Commission issued an order today that switches United Water’s Barberton/Golden Dawn customers to a bi-monthly rate of $54.29. The new rate took effect Aug. 1. Customer bills will be pro-rated on their next statement to reflect that date. The commission also directed the company to eliminate its master metering system and install individual meters for all Barberton/Golden Dawn customers by no later than May 15, 2002. Barberton/Golden Dawn customers will not have to pay the entire cost of the meters. The meters will be paid for by a slight increase in the bills to all United Water’s customers in Boise and sur- rounding communities. The order says the company will be allowed to include its construction costs in the system-wide rate as well as recover the interest on its investment for up to two years or until the next time the company files a rate case with the commission. The commission considered several options. The flat rate with a sys- tem-wide charge for the meters was most preferred by Barberton/Golden Dawn customers. Commissioners were impressed by the participation of customers as this case developed and appreciated the valuable input provided in the well-attended May 31 public workshop.
