Dear Governor Kempthorne:
It is my distinct pleasure to submit to you, in accordance with Idaho Code §61-214, the Idaho Public
Utilities Commission 2000 Annual Report. This report is a detailed description of the most signifi-
cant cases, decisions, and other activities during the fiscal year that ended June 30, 2000.
Idaho residents continue to enjoy some of the nation’s lowest-priced electricity and gas rates. Over-
all, rates for energy services, both gas and electric, remained fairly stable in Idaho during this fiscal
year. Avista and United Water requested increases in rates, and both received modest increases.
At the local, regional, and national levels, it is a very important time to be involved in the utility
industry. As we moved into a new millennium, the Commission spent considerable time and effort
making sure all of the major utilities were in compliance with Y2K.
FERC mandates and policy changes regarding the transmission of electricity have required a lot of
attention from the Commission this past year. This issue is very complex and the Commission will
continue to be involved and to work diligently to protect Idaho’s best interests.
In the telecommunication industry, changes are continually taking place. Idaho is a leader among
the states with the most updated technology available to Idaho consumers, both urban and rural.
Again, Governor, I am pleased to present you with this 2000 Annual Report. It has been both a
privilege and honor serving the people of Idaho this past year.
