SUBJECT:IN THE MATTER OF AVISTA'S ANNUAL COMPLIANCE FILING TO
UPDATE THE LOAD AND GAS FORECASTS IN THE INCREMENTAL COST
INTEGRATED RESOURCE PLAN AVOIDED COST MODEL;AVU-E-19-11.
On October 17,2019,Avista Corporation dba Avista Utilities ("Avista"or
"Company")filed an Application,in compliance with Order Nos.32697 and 32802,requesting
the Commission update the load forecast,natural gas forecast,and contract information,which
are used as inputs to determine the avoided cost rates paid to qualifying facilities that are above
the project eligibilitycap under the Public Utility Regulatory Policies Act of 1978.
STAFF RECOMMENDATION
Staff recommends the Commission set a 21 day comment period and a 7 day reply
comment period.
