SUBJECT:TRS ADMINISTRATOR CONTRACT WITH KATHLEEN TOOHILL
Idaho Code §61-1303(1)(a)requires the Commission to contract with a qualified
person to administer the telecommunicationsrelay services (TRS)program.The Commission has
been seeking a new TRS Administrator for the past few months.In September 2019,Staff
advertised that the Commission was seeking bids for the contract.Staff received two bids by the
October 4,2019 due date.
At its October 15,2019 Decision Meeting,the Commission authorized Staff to select a
winning bid and negotiate a contract with the winning bidder.Staff selected a winning bidder,
Kathleen Toohill,and negotiateda contract with Ms.Toohill.
STAFF RECOMMENDATION
Staff believes Ms.Toohill is qualified to be the TRS Administrator,and that the
proposed contract is both reasonable and consistent with the Commission's powers and duties
under Idaho Code §61-1306.Staff recommends the Commission approve the proposed contract
and authorize the President to sign as the Commission's representative.
COMMISSION DECISION

contract,making Ms.Toohill the TRS Administrator beginning November 1,2019?
