HomeMy WebLinkAbout20190528_YY1jo.pdfDECISION MEMORANDUM TO:COMMISSIONER KJELLANDER COMMISSIONER RAPER COMMISSIONER ANDERSON COMMISSION SECRETARY COMMISSION STAFF FROM:YAO YIN DATE:MAY 20,2019 SUBJECT:IDAHO POWER COMPANY'S TARIFF ADVICE NO.19-06 REGARDING MODIFICATION OF IDAHO POWER COMPANY'S SCHEDULE NO.98 - RESIDENTIAL AND SMALL FARM ENERGY CREDIT On May 14,2019,Idaho Power Company filed Tariff Advice No.19-06 to propose modifications to Schedule 98 Residential and Small Farm Energy Credit.The Company requests these updates to become effective on June 14,2019. STAFF ANALYSIS Schedule 98 is the result of the settlement agreement between the Company and Bonneville Power Administration ("BPA")Contract No.I 1-PB-12322,which provides for benefits from the federal Columbia River power system directlyto Idaho Power's qualifying residential and small farm customers.The purpose of this filing is to update tariff language describing how an irrigation customer's qualifying energy will be identified. BPA's Customer Load EligibilityGuidelines for the Residential Exchange Program Residential Purchase and Sale Agreements limit qualifyingelectric energy to either the irrigation customer's actual metered energy or 222,000 kilowatt hours per month,whichever is less. Currently,Idaho Power identifies an irrigation customer's qualifyingenergy by aggregating metered energy delivered using the customer's Tax Identification Number ("TIN")or Social Security Number ("SSN"). Idaho Power plans to eliminate customer TINs and SSNs in its billingsystem to mitigate risk associated with the storage of the data.Therefore,Idaho Power proposes to aggregate DECISION MEMORANDUM l MAY 20,2019 metered energy delivered at the customer level within the Company's SAP billing system or the Business Partner level as defined by SAP. Through inquiries,Staff believes the customers identified by the proposed method will be the same customers identified by the existing method.Therefore,this request does not materially change the schedule and has no customer impact. STAFF RECOMMENDATION Staff recommends that the Commission authorize modifications to Schedule No.98 as proposed in Tariff Advice No.19-06.
