PAC-E-17-06 On July 3, 2017, Rocky Mountain Power applied for a Commission determination on the Company’s plan to upgrade, or “repower,” wind resources, and approval of certain ratemaking treatment. The Company claims that the repowering will increase production, reduce costs, and qualify for federal production tax credits. The Company is requesting binding ratemaking treatment, but no adjustment to customer rates at this time. The Company stresses that the tax benefits depend on the Company gaining regulatory approval by the end of the year. On July 26, 2017, the Commission issued a Notice of Application and Order setting an intervention deadline of August 8, 2017, and that Staff develop a procedural schedule for the processing of this matter. After convening with the parties, Staff now requests that the Commission adopt the following schedule. STAFF RECOMMENDATION Staff recommends that the Commission set an October 19, 2017 settlement conference, a November 2, 2017 deadline for intervenor testimony, a November 30, 2017 deadline for rebuttal testimony, and set a technical hearing on December 7, 2017.
